Chloe to join IAPH’s UK-based colleagues and becomes the seventh member of the Europe-based IAPH team

IAPH is delighted to announce that Choe Rowland will be joining the European IAPH team as Senior Manager of Data Collaboration & Risk and Resilience.

Chloe moderated the highly successful University of Plymouth Cyber-SHIP Lab Maritime Cyber Attack Mitigation Workshop which took place at last year’s IAPH World Ports Conference in Hamburg in October and joined the Europe-based IAPH team this week at it’s 2025 strategy meeting in Antwerp to get insights on the association’s priorities this year.

Originally qualifying as a commercial litigation lawyer, Chloe has been working in project management at the University of Plymouth for the last 15 years. A dedicated professional focused on maritime cyber security, Chloe has used her extensive experience in strategic management, stakeholder engagement and network and relationship development to ensure the research reached and benefited the right audiences. Working in close partnership with governments, international policy makers and regulatory bodies, defence forces and key industry stakeholders worldwide, Chloe has managed the University of Plymouth’s Maritime Cyber Security Labs to address cyber vulnerabilities in vessels, ports and maritime supply chains as well as in the offshore renewables sector.

IAPH Managing Director Patrick Verhoeven commented: “Chloe will be a valuable addition to our team. Her expertise and work so far has resulted in a greater understanding of cyber vulnerabilities and cyber-resilient operations in the maritime sector and this is one of the key topics under both data collaboration and risk and resilience for ports, now and in the long term. In addition, we are seeing further activities in these two core areas of interest of the association grow significantly. Chloe will be supporting the technical committee chairs and vice chairs in creating value-added deliverables to our membership in both those fields. She will also work alongside our technical director Antonis Michail and policy and IMO liaison officer Rhona Macdonald in further developing the initiatives taken so far at the IMO’s trade facilitation and security divisions placing ports on front and centre stage of policymaking. We welcome Chloe as she joins our Europe-based colleagues at the shared office space with the British Ports Association in their offices in Park Street in central London.”

Chloe is the third UK-based appointment in Europe for IAPH following Rhona Macdonald joining IAPH in 2021 and Nick Blackmore, who joined as director of business development in 2024.

She will join as of 3 March and will continue to support the University of Plymouth to help oversee the development and delivery of key strategic projects associated with their maritime cyber security research.
