Approval from French National Customs Authority for CMA CGM to deploy ICS2 in November 2024
CMA CGM shared with you the information on March 18th, 2024 about the evolution of the European Union’s Import Control System 2 (ICS2) to which reinforces customs risk management, and improves security and safety risk analysis for the goods entering the European Union.
This requirement for Entry Summary Declaration (ENS) will continue to apply to all deep sea and short sea cargo that is discharging or transshipping to or going through the EU (27 Member States), Northern Ireland, Norway and Switzerland as well as to cargo which will remain on board (FROB - Freight Remaining On Board).
The necessary data can be submitted through a single complete ENS filing by the carrier, provided all data is available to the carrier or through multiple filings by the carrier, freight forwarder and EU consignee.
New data elements
The new release will introduce a mandatory risk assessment; therefore, carriers will be required to provide additional data elements in the ENS submission, amongst what is currently required.
The ENS will require the insertion of:
- 6-digits Harmonized System (HS) code for each commodity with complete and accurate cargo description.
- Buyer and Seller information if you wish that the carrier files it as a single complete ENS filing or the EORI number (Economic Operators Registration and Identification) of the supplementary declarant (self-filer) for all import cargo discharging in EU (FROB excluded).
- House Bill of Lading if you wish that the carrier files it on your behalf.
- EORI of the consignee established in the EU (for import shipments to EU) or Full address of the consignee including P.O. Box Number, Postal Code, Sub-division Code, City and Country.
- CUS code for harmless and DG chemicals if included in ECICS (European Customs Inventory of Chemical Substances).
- UCR if available (Unique Consignment Reference).
