STV announced that Justin Hanner, RPLS, has joined the firm as vice president and telecom business manager in the firm’s transportation Texas/Mountain region. In this role, Hanner will focus on developing new industry relationships and expanding STV’s telecom and fiber design workforce to address the growing demand for additional fiber installation across Texas.

“Justin has hands-on experience with every function throughout the telecom ecosystem, so he understands industry nuance and the unique challenges our clients face,” said J.J. Roohms, president of the Transportation Texas/Mountain region at STV. “As Texas expands its highway systems to accommodate growth, Justin’s unique insights will help our clients connect their communities – physically and digitally – to one another and to the future.”

Prior to STV, Hanner dedicated more than 20 years to developing strategies for surveying, mapping and project managing utilities and submarket expansions. Most recently, he pioneered a telecom market division at a national geospatial services company. During that time, he also conducted comprehensive site surveys nationwide, covering over 5,000 locations from coast to coast.

Hanner graduated from The University of Texas at Tyler with a Bachelor of Science in technology. He is also an active member of the Texas and National chapters of the Society of Professional Surveyors.

Texas is one of a handful of states with experience in developing multiple major highway projects at once. In fact, the Lone Star State’s decades-long plan to develop extensive multiuse transportation systems currently includes three megaprojects totaling more than $8 billion. Its plans include routes that will feature dedicated utility zones and transmission lines for various telecommunications services.

With more than 60 offices nationwide, including 11 in Texas, STV’s dedicated team of surveyors provide technical services throughout the region. The firm has conducted highly accurate surveys under challenging conditions including the SH6/Loop 340 Utility Relocation for the Texas Department of Transportation (TxDOT) and the award-winning Vista Ridge supply program in Austin. The company has successfully completed projects in every major metropolitan region in Texas, including Houston, Dallas-Fort Worth, San Antonio and Austin. Recent projects for TxDOT include every segment of the Capital Expressway improvement projects, from final plans delivery of CapEx South, planning for CapEx North and schematic and environmental support for CapEx Central. Other key projects in Austin include US 290 Toll and SH 130 interchange and State Highway 45SW, a high-profile, award-winning TxDOT initiative.
