Spot market capacity continued to outpace truckload demand last week, as evidenced by falling load-to-truck ratios for each trailer type. Freight volumes actually rose, compared to a year ago, but the availability of trucks has kept the monthly national average rates for vans and reefers mostly in neutral. Flatbed rates have climbed in April.

April's average reefer rate is $2.17/mile, which is unchanged from March's average.
